Charity VAT

Specialist VAT advice for charities, not-for-profits and disability organisations — maximise reliefs, recover more input VAT and stay compliant with HMRC.

Charities and not-for-profit entities face distinctive VAT difficulties: exemptions, zero-rating, business/non-business splits and partial exemption calculations that few generalists handle well. Our team includes VAT specialists with experience serving registered charities, charitable incorporated organisations (CIOs), community interest companies (CICs) and disability organisations — with a particular focus on exemptions and partial exemption.

Charity VAT Exemptions and Zero-Rating

Charities benefit from specific VAT exemptions and zero-rating provisions that can significantly reduce VAT costs. Our service covers: - Welfare Services Exemption: advice on qualifying welfare services exempt from VAT, including care, support and advisory services provided to vulnerable individuals - Education and Training Exemption: guidance on education and training services that qualify for exemption, including courses, seminars and educational materials - Medical and Health Services: VAT exemption for medical, therapeutic and health-related services provided by charities - Fundraising Income: VAT treatment of fundraising activities, including events, donations and sponsorship income - Zero-Rated Supplies: identification of supplies qualifying for zero-rating, including certain printed matter, advertising services and construction services for charitable buildings - Disability Adaptations: specialist advice on zero-rating for goods and services supplied to disabled persons, including mobility aids, building adaptations and specialist equipment

VAT Registration and Compliance

Charities must register for VAT once taxable turnover exceeds the £90,000 threshold, and many benefit from voluntary registration below it. Services include: - VAT Registration Assessment: whether registration is required or beneficial, considering taxable turnover, exempt supplies and partial exemption implications - Voluntary Registration Analysis: input tax recovery opportunities and cash flow advantages - VAT Return Preparation: accurate, MTD-compliant returns with correct treatment of exempt, zero-rated and standard-rated supplies - Partial Exemption Calculations: standard and special methods for charities with both taxable and exempt activities - VAT Compliance Reviews: regular reviews identifying risks and optimisation opportunities - HMRC Enquiry Support: representation during VAT enquiries, including responses and settlement negotiation

Disability Organisation VAT Services

Disability organisations benefit from specific VAT reliefs requiring specialist knowledge. Services include: - Zero-Rating for Disabled Persons: eligibility criteria and documentation for goods and services supplied to disabled persons - Building Adaptations: zero-rating for building work and materials supplied in connection with adaptations for disabled persons - Mobility Aids and Equipment: zero-rating for mobility aids, specialist equipment and adapted vehicles - Welfare Services: exemption for care, support and advisory services provided to disabled persons - Transport Services: exemption and zero-rating opportunities for transport provided to disabled persons

Not-for-Profit Organisation VAT

Not-for-profit organisations, including CICs, social enterprises and community organisations, require careful VAT planning. The service includes: - Business Activity Analysis: reviewing business and non-business activities to determine correct VAT treatment - Exempt Supply Identification: welfare, education and health services that qualify for exemption - Input Tax Recovery: maximising recovery through accurate attribution of costs to taxable and exempt activities - Cost Sharing Exemption: advice for groups of not-for-profits sharing back-office functions - Grant Income Treatment: distinguishing taxable contract income from outside-the-scope grants — one of the most common and costly charity VAT errors

VAT Planning and Optimisation

Effective planning can significantly reduce VAT costs. We advise on supply structuring to maximise exemptions and zero-rating, cost allocation strategies that improve input tax recovery, selection and HMRC negotiation of partial exemption special methods, VAT group registration for charities with trading subsidiaries, reverse charge provisions for construction and cross-border services, and the cash accounting scheme where it helps cash flow.

Common Questions

Frequently Asked Questions

Do charities have to pay VAT?
Generally yes — there is no blanket charity exemption. But charities benefit from specific reliefs: exemptions for welfare, education and health services, and zero-rating on items such as advertising, certain construction work and goods for disabled people. Getting these reliefs claimed correctly is where real savings sit.
Does a charity have to register for VAT?
Yes, once taxable turnover exceeds £90,000 in a rolling 12-month period — donations and true grants don't count, but trading income usually does. Voluntary registration below the threshold can be worthwhile where it unlocks input VAT recovery; we assess the position both ways.
Can charities reclaim VAT on purchases?
Only to the extent costs relate to taxable business activities. Costs supporting exempt or non-business activities are restricted, which is why the business/non-business split and partial exemption method matter so much — the right method can materially increase recovery.
Is grant income subject to VAT?
True grants with nothing supplied in return are outside the scope of VAT, but many 'grants' are actually contracts for services and are taxable. Misclassifying this is one of the most common charity VAT errors — we review your funding agreements and document the treatment.
What is partial exemption and does it affect my charity?
If your charity makes both taxable and exempt supplies, partial exemption rules determine how much input VAT you can recover. The standard method doesn't always suit charities — a special method negotiated with HMRC can often recover more, and we handle that negotiation.
